ECL – Leonardo Consorzio Europeo per l’Ingegneria e l’Architettura was founded in 2003 as a consortium to operate in the field of civil engineering by providing all classical professional services: from feasibility studies and design to construction management and safety coordination.
The consortium’s main areas of expertise are construction and architecture, with a focus on civil electromechanical structures and systems, road and rail infrastructure, not to mention hydraulic and urbanization works.
ECL sees the participation of 5 engineering companies that collectively total a growing annual turnover of more than 11 million euros (year 2022) with a workforce of about 150 technical professionals. The consortium consists of Tecnolav based in Cagliari, Ingegneri Riuniti based in Modena, Etacons based in Lecce, Project Partners Ltd Consulting Engineers based in Lugano and ECSD with their offices in Milan. The registered office is located in Cagliari, while the various operational offices are scattered throughout Italy and internationally.
Establishment of the consortium

Tecnolav Engineering
Tecnolav is an engineering company founded on a multidisciplinary and caring approach.
For decades, the company has been involved in the fields of civil, industrial and infrastructure engineering, carrying out different types of activities.
From surveying and conceptualization to management and safety coordination, the company is able to cover any phase of a project cycle.
Tecnolav operates as a single, homogeneous group, in the knowledge that only the union of multiple professional skills is capable of offering a complete and quality service.
United Engineers
Founded in 1965, Ingegneri Riuniti was one of the first independent engineering firms in Italy.
Over the years, it has built a network of professionalism that is expanding nationally and internationally to set up a Manifacture of design technical and cultural, according to ethical and ecological principles.
Active in both the public and private sectors, the company deals with integrated projects, following a personally all phases of design, construction site and management, through an in-house and specialized research group.
Etacons
Established in 1993, Etacons offers services related to the design and implementation of civil engineering works, systems and infrastructure.
The company operates mainly in Puglia, being based in Lecce, an aspect that allows it to have excellent logistical bases for the provision of services in the region.
It has specific experience in the field of architecture, having been involved in major renovations of historic buildings such as the Italian Embassy in Vienna, the former S. Francesco Convent and the Apollo Theater in Lecce, to name a few.
Project Partners Ltd
Active in the large-scale infrastructure sector since 1980, Project Partners presents itself as a benchmark in the engineering industry.
Experts in construction and strategic consulting, the company winds its way through multiple areas of activity to provide a full service of innovative technological solutions.
The company covers the entire industry with activities related to roads, railways, bridges, buildings, tunnels, hydraulic works, geotechnical works and BIM.
The company works mainly with the Swiss public authority.
ECSD
ECSD is a structural design company established in 2007 based on the long experience in the field of its owner Franco Mola, Full Professor at the Department of Structural Engineering at the Polytechnic University of Milan.
The company specializes in the design of relevant structures, thanks to its owner’s proven experience and reputation in the field of structural engineering.
ECSD’s goals are efficiency, quality and rigorous attention to the basic concepts of structural design.
